“We welcome Congress’s action to restore the FCC’s auction authority, and its support for a range of spectrum models that can drive innovation. In considering spectrum needs, it is critical for policymakers to avoid zero-sum policies that would merely redistribute existing spectrum between winners and losers and to reject the predictable calls from large mobile carriers that seek to cripple competition and new services being offered over existing Wi-Fi and CBRS bands. Spectrum policy must focus on ‘expanding the pie’ and identifying new bands that can support the growth of commercial services to promote innovation and competition in the wireless marketplace.”
