Bruce Carnes is senior vice president, Finance and Administration, for the National Cable & Telecommunications Association (NCTA), the principal trade association of the cable television industry. He oversees the newly-created Finance and Administration Department at NCTA, responsible for a number of key staff functions for the association, including accounting, human resources, information technology, and building services.
Prior to his position at NCTA, Carnes served as Associate Deputy Secretary and Chief Financial Officer at the U.S. Department of Energy. Prior to that, he served in several distinguished government positions, including Chief Financial Officer of the Department of Homeland Security; Chief Operating Officer and Deputy Director of the Defense Finance and Accounting Service; Director of the Office of Planning, Budget, and Administration in the Office of National Drug Control Policy; and Deputy Under Secretary of Education for Planning, Budget, and Evaluation. He is a graduate of the University of Colorado and received both a Master's degree and Ph.D. from Indiana University.
