Bruce Carnes Named Senior Vice President, Finance and Administration for the NCTA

Washington, D.C. – Dr. Bruce M. Carnes, formerly Chief Financial Officer of the U.S. Department of Energy and a versatile public servant with more than two decades of experience in public life, has been appointed Senior Vice President, Finance and Administration, for the National Cable & Telecommunications Association (NCTA), effective January 1, 2006.

Carnes will oversee a newly-created Finance and Administration Department at NCTA, responsible for a number of key staff functions for the association, including accounting, human resources, information technology, and building services. He will report to Kyle McSlarrow, President & CEO, NCTA.

"Bruce’s recognized contributions at the federal level to increasing productivity and maximizing resources will serve our industry well in his new position here."

Prior to serving in his current post, Carnes served in several distinguished government positions, including Chief Operating Officer and Deputy Director of the Defense Finance and Accounting Service; Director of the Office of Planning, Budget, and Administration in the Office of National Drug Control Policy; and Deputy Under Secretary of Education for Planning, Budget, and Evaluation. He is a graduate of the University of Colorado and received both a Master's degree and Ph.D. from Indiana University.

Barbara York, who currently serves as Senior Vice President for Industry Affairs and Chief Administrative Officer for NCTA, retains her stewardship of the association’s Industry Affairs Department as its Senior Vice President and has been tasked with managing significant new efforts to diversify The National Show, the annual premier trade show and international exposition of the cable industry, to reflect the steady and on-going changes in the telecommunications landscape. In addition, she and the department she leads will manage the upcoming move of association staff, culminating next fall, to a new facility at 25 Massachusetts Ave., NW, in Washington, DC.
