WASHINGTON, D.C. – Yesterday, the National Cable & Telecommunications Association and AT&T sent a joint letter to FCC Chairman Julius Genachowski asking for clarification that the FCC's new network neutrality rules do not apply to peering arrangements and Internet backbone services, such as in the peering dispute between Level 3 and Comcast.
The letter notes that "the absence of a clear statement by the Commission rejecting Level 3’s claims and disavowing any intent to regulate Internet peering and other Internet backbone services" has led to similar claims being raised by backbone operators like Global Crossing, Internet hosting companies like Voxel.net, and interest groups like Public Knowledge.
The letter states:
We therefore urge the Commission to swiftly, clearly and publicly affirm that arrangements for Internet peering and other Internet backbone services are not subject to the net neutrality rules, and that the agency will decline efforts to become involved in these commercial disputes.
