70/70

The “70/70” test is a relic of the Cable Act of 1984 when Congress granted the FCC limited authority to make changes to the leased access rules if more than 70 percent of the homes in the United States had access to cable service with at least 36 channels, and 70 percent of those households subscribed to the service.
