NCTA Departments

The Executive Office provides overall management and direction for the Association and represents the industry in various public forums on Capitol Hill. The Office coordinates closely with the Board of Directors and other members of the Association to plan and execute strategies for policy positions taken by the Association on the industry's behalf. CablePAC, the industry's political action committee, is housed in this department.

The Association Affairs Department is comprised of four divisions:
Grassroots
State Government Affairs
The Office of Rural & Small Systems
Membership Services

In addition, the department coordinates third party outreach and relationships with local intergovernmental groups including NLC, USCM, NATOA, NACO and CEA. The department is also responsible for the monitoring of state tax issues and has been involved in national level negotiations involving tax reform.

The Communications and Public Affairs Department coordinates news media relations for NCTA public policy issues, industry activities and the annual convention. The department also is responsible for the development and distribution of public information about the industry and the Association, including the Website.

The Finance and Administration Department at NCTA is responsible for a number of key staff functions for the association, including accounting, human resources, information technology, and building services.

The Government Relations department maintains day-to-day liaison with Congress, educating Members and staff, and advocating support for the cable industry's legislative agenda, both on Capitol Hill and within the Executive Branch. The department prepares testimony, briefing materials, and handouts used in the Association's lobbying efforts and keeps NCTA members apprised of legislative issues involving cable.

The Industry Affairs Department is responsible for the planning and execution of the Association's national convention. Staff is also responsible for the logistics and planning for the NCTA Board and Executive Committee meetings, as well as NCTA Executive Seminars.

The Legal Department monitors and participates in all relevant FCC and Copyright Office proceedings; participates in litigation affecting the cable industry; responds to other federal regulatory agencies when cable-related issues are involved; monitors state regulatory actions; assists NCTA members with cable-related questions; and participates in academic and research activities involving cable. Staff writes briefs, pleadings, position papers and testimony, and assists in lobbying efforts on behalf of the Association's membership. The department also manages the economic and policy research necessary to support industry positions before the courts, Congress, federal agencies and public policy organizations.

The Program Network Policy Department focuses on the legislative and regulatory issues that affect NCTA program network members. The department is the focal point for program network public policy concerns and serves as an advocate to insure that NCTA's legal, government relations, and public affairs resources are focused on and give priority to these concerns. The department also maintains effective communications with NCTA's program network members.

The Science and Technology department supports NCTA's legislative and regulatory advocacy efforts that have technical components or implications, and is responsible for analysis and evaluation of the technical issues being considered for public policymakers. The department provides leadership and coordination of the cable industry's interests in techno-policy, technical quality standards and guidelines.
