The Association Affairs Department is comprised of four divisions:
The Grassroots Division is responsible for the continuing development of the cable industry’s grassroots network including the Key Contact program. Activities include communications with the grassroots network, website development, management of the grassroots database and grassroots education and training. Staff serves as liaison to the Grassroots Advisory Committee.
State Government Affairs serves as liaison between NCTA and state/regional associations on national issues and assists state/regional cable associations with state legislative and regulatory issues. The division maintains relationships with state intergovernmental groups such as NARUC, ALEC, NCSL, NGA, and CSG and is the liaison to the Telecommunications Working Group and the State Association Advisory Committee.
The Office of Rural & Small Systems acts as liaison between NCTA and rural and small cable system operators. Staff ensures that rural and small system issues and concerns are reflected in the industry’s public policies, and coordinates grassroots efforts and rural and small system activities with other industry groups. Staff serves as liaison to the Rural and Small System Operators Committee and to the American Cable Association.
Membership Services is responsible for disseminating membership information, member retention, and maintains the Association’s bylaws and coordinates Board elections.
In addition, the department coordinates third party outreach and relationships with local intergovernmental groups including NLC, USCM, NATOA, NACO and CEA. The department is also responsible for the monitoring of state tax issues and has been involved in national level negotiations involving tax reform. Staff serves as liaison to the State Tax Working Group.
