Biography

Jill Luckett is Senior Vice President of Program Network Policy at the National Cable & Telecommunications Association (NCTA), a position she has held since October 1995. Luckett focuses on the legislative and regulatory issues that affect NCTA's program network members, such as digital must carry, program access, closed captioning, as well as content issues, such as TV violence. She serves as an advocate for the programmers' public policy positions within NCTA and also at the FCC and in Congress.

Before joining NCTA, Luckett served as Special Advisor to FCC Commissioner Rachelle Chong where she was responsible for cable and wireless issues. While at the FCC, she worked on the service and auction rules for Personal Communications Services (PCS), cable's "going forward" rules, and rate relief for small cable operators.

Prior to the FCC, Luckett spent 12 years in the office of Senator Bob Packwood (R-Oregon). During her tenure, Luckett filled a number of positions on the legislative staff, including Legislative Director, where she served as Senator Packwood's principal advisor on legislative matters. She also staffed him on issues within the jurisdiction of the Senate Commerce Committee, including communications.

Luckett is a Phi Beta Kappa graduate of Bucknell University where she earned her BA degree in Political Science.
